Kathryn Calder, one of the members of New Pornographers and Immaculate Machine, is sort of like a female Sufjan Stevens, but without all of the complicated things. In her solo work, she seems to be able to create the same atmosphere with only a few repeated piano chords and effective vocal layering as we hear in Arrow.
